I have an idea. Maybe a circular shield with red and blue circles, with a white star. He could throw it as a weapon.

Looks, a bit feminine, but you've probably already been told about that : P
Either way, what if you gave him a musket with a bayonet, and a sword :O
Idk why, maybe it's cuz I've been playing ACIII profusely, but this guy strikes me as of being a little more Revolutionary War-ish.
Or like, make the flag be a morphing weapon? I know it's lame and overused, but like, he could transition form flag-spear to musket to sword and it would be cool : O

IN the description you say "or". Who says he can't have all three? Put the spear in his left hand and the gun in his right, then put the sword across his back.
